A consideration of the administrative features of the Convention with a view to prescribing definite rowers for a permanent contral organisation.
Annual Reports to be submitted by all Fowers party to the Convention. The reports should show the amount of opium and coca leaves produced, imported, omported or used for local consumption the amounts of derivatives or preparations made therefrom, imported, cxported or used for local consumption, and should cover the same periods of time.
Illegel possession of opium coca leaf or their preparations or derivatives to be a penal offence.
General Provisions.

The foregoing provisious to be applied to all drugs which might, after generally recogniced scientific investigations give rise to similar abuses and realt in the same injurious effects.
